Remodels and demolitions in Hayward start with asbestos. Hayward Asbestos Removal handles kitchen gut jobs, garage teardowns and interior tenant-space demolitions, working from a survey or, for a smaller building, lab results on the listed materials. Anything the plans will disturb comes out before the general contractor arrives, with the district job number and the City permit moving together.

Our abatement before demolition extends to Castro Valley and Alameda, where the building permit comes from a different office. In Hayward the City handout is specific, and it is easy to miss that the job number applies even inside a new-construction permit.

Asbestos abatement before remodel or demolition options

Kitchen and bath remodels

A 1950s kitchen gut can reach four of the five listed materials within a few feet: flooring, wall texture, ceiling, and a duct run in the soffit. Below 100 square feet of regulated material, and with no dry removal, the district wants no notice, though sampling still applies. A single round of tests yields one plan, and the owner then chooses between removing only what the new layout disturbs and clearing the whole room.

Teardowns and garage demolitions

The district wants notice before every demolition, asbestos or not. The City of Hayward's checklist asks for the job number for structures of 100 square feet or more, which can include a detached garage. A survey, or sampling of the five listed materials for a building of up to four units, comes first, and anything regulated is removed before the machines arrive.

Demolition inside a new-construction project

The City handout says a separate demolition permit is not needed when demolition is part of new construction on approved plans, but that the district job numbers are still required in that case. A project that already holds a building permit can therefore still owe the district a notice, so abatement belongs in the construction schedule, not after it.

Interior tenant-space demolition

The City's demolition permit covers the removal of interior tenant spaces as well as whole buildings. A commercial tenant improvement is not a house, so the survey rule for larger and commercial buildings applies, and the notice, the survey and the permit paperwork all need to line up before the ceiling grid and flooring come out.

Hayward demolition permit checklist

The City of Hayward's Development Services handout, revised in 2019, lists the items that go with a demolition permit: a job number from the Bay Area district, a PCB screening assessment form, a construction and demolition debris recycling statement, and a PG&E disconnection letter where utilities are removed. It also gives demolition hours as Monday to Saturday 7 a.m. to 7 p.m. and Sunday and holidays 10 a.m. to 6 p.m. The handout is several years old, so confirm the current list at the Permit Center, 777 B Street.

The J# is issued through the district's online notification system, and its start and end dates are firm, so revise them if the schedule moves. The City's remodel permit pages do not list an asbestos step. The air district rule sets when a remodel needs a J#: when removal reaches the notification quantities, or when it is done dry. PCB screening is a separate hazardous-material topic on the same paperwork. Cost follows the number of positive materials, their quantities and whether demolition follows.

Teardowns can involve several materials at once; asbestos popcorn ceiling removal and asbestos stucco and cement siding removal are two of them. Other services are on the Hayward Asbestos Removal homepage.
