Hayward Asbestos Removal tests and removes asbestos-cement siding and stucco in Hayward: gray cement shingles, flat cement board, transite panels, and stucco or exterior plaster on postwar houses, garages and sheds. Intact material is left alone where the project allows, and what has to come off is wrapped, kept whole where possible and hauled under the disposal rules.

Exterior work reaches Castro Valley and Alameda too. In Hayward the question can arrive with a project, such as a window replacement, an ADU opening or a detached garage coming down.

Cement board and transite siding

The district's FAQ says asbestos-cement (transite) siding and roofing turn up around the Bay Area, and that intact material in good condition is not regulated. Cutting, breaking, sanding or demolishing it is what makes it regulated. The choice on a house is to leave it, cover it, or take it off in whole pieces with wet methods and no power tools.

Stucco and exterior plaster

Cement siding or stucco is the fourth item on the district's five-material list, so a sample comes before any cut for a window, a door, a utility penetration or an ADU opening. Stucco is troweled over lath and may be several coats thick, and the sample should reach each coat. A negative result lets the work proceed as ordinary exterior carpentry.

Garage and detached-structure siding

Garages, sheds and workshops behind 1950s houses have their own siding and roofing, which may differ from the house. Taking one down still needs district notification, and the City of Hayward handout asks for a job number for structures of 100 square feet or more. A sample of the siding settles whether it comes down as regulated material.

Disposal of siding and stucco waste

Regulated asbestos waste has to be carried by an EPA-licensed hazardous waste transporter, as the district's FAQ states. A landfill can set its own acceptance conditions, so the destination is chosen before the first panel comes off.

Intact versus broken cement products

The line between regulated and unregulated is the condition and handling of the material. Siding that is sound and untouched is not regulated asbestos-containing material. The same siding becomes regulated once it is cut, abraded, broken or demolished, and then containment, wet methods, notification at the quantity thresholds and licensed transport apply.

Exterior material is worth testing at the planning stage, before the schedule is set. Cost follows the wall area, how many layers are involved, access around the house, and the waste class.

If the siding is coming down with the building, see asbestos abatement before remodel or demolition for the order of survey, J# and permit. The Hayward Asbestos Removal homepage covers the other materials.
